HEAP provides eligible Ohioans assistance with their heating bills. The one-time benefit is applied directly to the customer’s main heating bill. Ohioans with a household income at or below 175% of the federal poverty guidelines are eligible for the program.
PIPP helps eligible Ohioans manage their utility bills year round. Payments are based on a percentage of household income and are consistent year round, even when temperatures outside are unpredictable. If your home is heated with gas, you will have a monthly payment of 5% of your household income for your natural gas bill, and 5% for your electric bill. If you heat with electric, your monthly payment is 10% of your household income. The balance of the bill is subsidized by the state of Ohio. There is a $10 minimum payment.
You qualify for PIPP if your electric or natural gas company is regulated by the Public Utilities Commission of Ohio and your total household income is at or below 175% of the federal poverty level.
The Summer Crisis Program provides a one-time benefit to eligible Ohioans with a member of the household who is at least 60 years old, have a disconnect notice, have been shut off, are trying to establish new service, have physician documentation that cooling assistance is needed for their health, or are enrolling in PIPP for the first time or have a PIPP default.
The program assists in the payment of an electric bill, central airconditioning repairs or the purchase of an air conditioning unit and/or fan.
The Winter Crisis Program provides a benefit once per heating season to eligible Ohioans facing disconnection, have been disconnected from their utility service, or have less than 25% of their supply of bulk fuel.
